What about this

Mission:
The Mentarin Effect
Location: Ready Room
Timeline: Current
Xavier watched as the Lt's walked out of the ready room. He got himself another drink before sitting, and turned to the Commander. "It seems the Engineer is annoyed with the Science Officer."
"I noticed that, too. She's quite the individual." Marisa shook her head. "I have yet to meet with her." She probably should. The science officer was definitely quirky. She should also meet with her assistant.
"Something I will keep an eye on, make sure it doesn't get too out of control." Xavier replied as he brought some pads up. "I have been going over some of the things that's needed for the planet, from what we do know, they need a lot. Proper mining equipment that doesn't destroy the atmosphere, disease riddling the population, the pollution itself. Everything borderlines on the prime directive. There is a way around it."
"If we're already negotiating with them, how does the Prime Directive come into this?" Marisa asked.
"They aren't federation, they did this to themselves, whether it is indirectly because of us. I ay be interpreting it wrong, For us to really implement things on ship there would have to be a starfleet presence on planet." Pausing. "What about offering protectorate status."
"The Prime Directive is about pre-warp civilizations," Marisa said. "The Mentarin don't apply." She waved a hand in the air. "I don't know if there's something in the agreement that says we don't interfere in their culture or not, but people are dying. My personal opinion is that we have a moral obligation to help. Especially now. Not only is it the morally correct thing to do--in my opinion--but if we don't, we leave them to the mercy of the Orions." She paused. "Or perhaps the Klingons. I would rather not leave this to their form of justice."
"The Mentarins are a special case, they have no space flight, when Kirk came to the planet, the Klingons had already made contact with the civilization." Xavier replied, "They never leave the planet, and I think we now know why. Protectorate status would let us help them in ways without it would not allow us to. Establish a permanent presence here."
"Ah," Marisa said. "That makes sense, but I still don't believe this is a First Contact situation. But it will require some...delicacy."
"Kirk was somewhat of a rulebreaker, sometimes it takes a little bit longer to fix his problems." He paused, thinking about it. "If we offer protectorate status, starfleet does have experts that deal with delicate situations."
"True. Our job is to start the process." She smiled. "Then we turn it over to the experts."
"Absolutely, We get them to sign on the dotted line and other people fulfill our promises." Xavier replied, "Us fixing Kirks impulsive treaty signing, never thought I would be doing something like tht as a first command decision."
"From what I've heard and seen so far, I think you'll be able to work something out." The Mentarins were in a tough situation and needed help. Marisa was fairly certain that the timing was right.
"They will be getting much more than we can, but I am glad that we can help. There is still the subject on what the klingons can offer. I have no idea what they intend to offer them in help. That could be an issue. Something we should talk to Drex about?"
"I don't think you need to ask Captain Drax. I'm sure he and the KDF will have something to offer, if not several somethings," she said. "Drax has worked with Starfleet before, He'll likely be expecting us to offer to help."
"Oh I know that... just that..."
"Captain, the USS Freedom just dropped out of warp, they have a new chief diplomat assigned to the resolution ready to transported." Ensign Eleent reported from the bridge.
Turning to the XO Xavier paused. "Care to greet the new officer with e Commander." he was visibly annoyed, this was his first real chance at something, and they had sent someone who would be taking what he had been working on.
"Of course," she said.
Standing he turned to the door. "Looks like ive got a lot of proving to do." He replied as thy left.
