The Final report...

Ryan was back in uniform, standing in a turbolift on his way to the bridge, the final draft of his report tucked under his arm. As the lift slowed his mindset changed to business, what had been happening in his time here was business, he caught himself on that though Zara wasn't business, she was something and someone else who mattered, but he kept that to himself. He knew that what his report contained was going to upset more than a few people and he didn't care, he was on the job. He looked out around the bridge briefly, he wasn't a fan of the Galaxy class bridge configuration, the space was under used and considering the state of war he felt under manned. He turned stepping forward to the ready room door pressing the door chime. He paused his thoughts drifted 'If he kicks me off the ship I can go home, maybe spend some time fixing up the old house...
"Enter." Xavier replied as he looked up from the pad. He had gone over some of the evidence that was brought against Toni's family. But it had yet to reveal why her family line were being hunted.
Ryan walked in the report pad now in hand, "I'd like to review my final report with you sir prior to having to submit it to Starfleet." he said standing at attention.
"At ease commander, I am never comfortable with the whole attention posture. I ain't a drill sergeant." Xavier paused setting his pad down, he gestured to him, to hand the padd over. "I will read this over, how about you tell me what is on here before I read it."
Ryan looked at the captain, "At the request of Admiral's Rittenhouse and Ross along with Commodore Shen I was ordered to investigate the allegations against former general Stoffels, along with the charges that his organization has been a participant in a number of high tech thefts of restricted Dominion technology, I was also asked to evaluate the ships readiness for future missions." Ryan recited from memory he continued "Much of my investigation was impeded by Commander Stoffels unfounded and false allegations against myself and other intelligence officers."
Ryan shifted to an 'at ease posture' and resumed "During my attempts to investigate I was able to determine that some of the evidence has been falsified but due too the XO's unwillingness to allow an unimpeded investigation into the allegations I am forced to recommend a full inquiry of all allegations by the Judge Advocate General's office along with an additional investigation into other allegations against the former General."
"As to the readiness of the ship and crew for future missions. based on the criteria that was set down, while most of this can be corrected by additional drill and other training exercises the clear lack of readiness and willingness to follow simple security procedures such as securing areas like engineering, I was able to walk through multiple areas unchallenged by ships security or the marines aboard, in one instance the security detail was not present near the armory and I was able to walk in with little more than someone else's identity codes and remove three phasers and a tool kit with little effort." Ryan said with some hidden zeal "It is also recommended that should mission planning not disqualify Resolution from future missions that they complete further training including repelling boarding parties and other battle simulations."
He paused before saying anything. "The crew and the ship, securing the areas is a must. Being security before I joined the command structure, it was something I took pride in maintaining." Sighing as he leaned back in the chair. "Our Security chief has been gone been picked up for some covert op, or debriefing. I am getting several reports on her. As for our readiness... I can take partial blame for that. I have kept this crew laid back, but having Jem'Hadar on board, and possible changeling. It can be a distraction. Not an excuse, it is something I am going to justify once all is said and done. I will talk with my chiefs to make sure proper security measures are put in place." Picking the other pad up, briefly skimming it. "This... thing against the Commander... her entire family has been on the run. She is extremely protective of all of them, especially her grandfather, and father."
Ryan frowned "Take that up with FSB director Merent, she has it out for the Stoffels family following her daughter being trapped on Betazed while he fled with an empty ship during the invasion of Betazed."
"I know you have a duty to do as an officer as well as to starfleet intelligence. But I have talked to both of those men. So has my wife. We don't see how they had anything to do with what they are being accused of. They have paid dearly. Kids killed, injuries that ended careers." He set the pad back down. "Can I ask, that you, not saying to not send your finding, but delay your findings. I can get you an audience with both men, if you go in with an open mind."
Ryan looked at the captain a serious expression on his face, "This report will be submitted," he started with emphasis "Admiral Ross, Commodore Shan will decide how to proceed, I did recommend nothing more than a basic reprimand for the preparation failures, as too the Commander she'll be required to see a psychiatric specialist when we arrive at outpost three three seven instead of our planned starbase arrival and before you ask she will be evaluated for fitness for duty and will be required to attend required therapy, this is the only way she'll avoid civilian prosecution."
"The preparation failures are mine, so if anyone is to be disciplined for it, I am the one they come after. I also have yet to receive the orders to divert us. Given that we are holding POW's and many injured." He sat back, wondering why Admiral Ross would do this to the Resolution, not to mention to Toni
Ryan looked out the viewport "This assignment was turned down by seven other officers, I refused it then got an offer to be able to walk away when the time of my choosing came, so I could just live in quiet, away from the things I've come to hate, I'm done with Starfleet, this war won't end the way you think it will, even if we some how succeed to win it'll change the federation in ways you'll hate eventually, I already do."
"I have seen what they can do. I also seen officers willing to help make it better, and others worst." He leaned forward, "I will have to have a chat with William Ross after this little discussion. Something isn't sitting right."
"If there's a suspicion of interference on his part let alone you doing it you might as well plan to be a stay at home dad, I've already spoken with Rittenhouse we've done all we can, it's down too two options article fourteen or handcuffs." Ryan said in reference to mental incapacity due too personal or other impairment "Before I came here I was informed that Starfleet security has orders to arrest the XO if you contact Ross again, Lieutenant Horowitz at Starbase five sent me a message to that effect, I trust him more than this crew."
"And I trust my first officer more than I trust Starfleet Intelligence." Xavier replied as he tapped a few buttons on his pad. "Your dismissed Commander."
