Wagnor walked into the conference room and setup his presentation, Yet the maps and relevant intelligence reports in front of him. He grabbed a coffee and took a seat at the head table waiting for the others.
Xavier walked in, Mitchel walked behind him as well as his son. "Commander." He greeted his security Chief.
They were quickly followed by Diane who, as usual, was carrying a PADD. “Gentlemen,” she greeted those present.
Diana was followed on the heels by Tony and nodded her greetings to everyone before getting a hot cup of tea and finding her own place.
Qurick was in room right after, PADD in hand as he gave a toothy Grin. "May the Profits be upon our effort everyone." It was a seldom used Ferengi Greeting to close business associates.
Making his way to a seat at the opposite end of the table he sat with the padd in front of him ready to exchange the ideas and plans.
Paige walked in at a more sedate pace,, her silver blonde hair unbound and flowing down her back. "Good morning.". The words were punctuated by a yawn. Paige was tired.
Jack walked in to see the gathered officers and staff present for the briefing knowing that the Major was not far behind him. From what the briefing invitation indicated it would be an overview of operational requirements and deployment strategy meeting for the evacuation. He took one of the vacant seats and waited for the Major to arrive, which he hoped was not far off.
Sam wasn't far behind, delayed by two officers exiting the turbolift at different decks. A minor frustration at most but it was over with now. Instantly spotting the Colonel she walked to, stood behind and to the right side of him. As far as she was aware this was an information gathering task that would effect how the Colonel would deploy the marines, for her it would cast some light on what to expect, where and potentially how many.
Wagnor looked at the assembled officers, "The way I see it we have two threats. Frightened settlers who may want to dig in their heels and start a riot and a possible Anti-Federation militants ready to put up a fight. I believe with my security personnel we are more than capable of handling the first threat. As to the second the while assistance from the Marines."
"There is a third aspect that should be taken into account, the protection and crowd control of the Landing Zones for the transport shuttle." Qurick added. "Control of the flow boarding and any threat of the Anti-Federation Factions causing problems. I am working with the officers of the other ships to have some added resources to this endeavor."
Wagnor nodded, he looked to the Marines. "Colonel Frost, would you spare some personnel for the guard details? I think the presence of armed Marines would send a strong message to citizens and factions of our commitment to this mission. For the actual evacuation Starfleet security will handle most of the civilian issues. I hope you'll have some personnel on call, in the event of riot, but I think involvement of Soldiers and the civilian issues could provoke more panic."
Touching keys on his PADD Qurick went through some information.
"The shuttles that the other ships have given in support will make a rotation to the accompanying vessels; the Marine Drop Ships can maintain a High Cap; that is Continuous Air Patrol, out of sight in a manner of speaking and place Marines only when and where needed." Qurick suggested. "I have also been in contact with the other ship's Command Staffs to coordinate movement of wounded and the segregation of civilians between the ships to keep families units and such together despite the hectic evacuation, Sir."
“One other thing we should consider and prepare for,” Commander Doctrine spoke up, “Is there are unconfirmed reports of a Maquis cell in the colony. This would be a prime time for them to try and make some sort of statement and cause a serious problem for those wanting to peacefully leave.”
Aalis had been quiet entering right before the meeting had started. She also remained quiet through the beginning of the discussion. "I'd recommend some plain clothed security officers, and maybe even plain clothed marines," she added in. "With the added threat of the Maquis Cell, along with the potential for mayhem coupled with resistance, it'd behoove us to be able to have a multiprong approach to the situation. While we would hope that everything would run smoothly, we all know from experience that doesn't happen."
Tony was just observing and making notes. Her job right now was more managing and keeping an eye out that everything was running smoothly and nothing was forgotten.
Jack listened to the information that was flowing and evaluated how it would impact the marines and the deployments of them. "With the potential Marquis involvement, we have to consider that they may very well have military-grade weapons from sources as yet unknown. We should consider transporter jammers, maybe low-yield shield generators in places. If we are drawing people to an area for evacuation it will undoubtedly draw the attention of hostile elements." Jack had run four operations like this in the past, only one which saw any resulting engagement. "I can place teams around the area to monitor and report, I can assign some to out of uniform duties but that does raise my next question.." Jack paused but for a moment.
"As with any evacuation there will be a large number of people, with the potential for riots and Marquis involvement we have to consider that some may very well be willing to die for the cause and use the situation to their advantage. An explosive device detonated at our evac site for example would make Starfleet look incapable and responsible for the lives lost. What measures would we put in place for screening and deterance?"
Soran took a moment to consider the Marine's words, "I agree shield generators would be prudent. We could have transport jammers on standby, I don't want to hamper emergency services. I believe there's a way to link the sensors of all the shuttles to detect potential explosives. "
The Commander paused, his next proposal was going to be controversial. "Colonel I'd like to station snipers at strategic points with rifles on stun. This may seem drastic, but in my experience; one of the fasted ways to stop a riot is to to stun the rabble-rousers. That and I trust a well trained personnel to spot the trouble more than any sensor array."
"I have several, but I will need information on locations and evacuation site layouts. They will need time to set up and get into position." Jack replied knowing that a marksman's best advantage is stealth, a fact negated if people knew they were there.
Mitchel looked at the people "You think some will try and attack the evacuation site?"
"The Evacuation Site will be tempting target both Anti-Federation militants and protesters." Wagnor explained.

Xavier turned to him. "Its common for... sleeper cells so to speak. To cause havoc. If there is indeed."
Sam chipped in this time. "Part of our training involves counter-operation mission analysis. Applied here, presents a situation that could potentially make the Federation look poorly. You have a noble intention by evacuating civilians, a confirmed hostile element being the rioters and potentially a hostile group being the Marquis which could have access to weapons of varying quality." Sam paused for a moment.
"If I were the aggressor here, attacking the evacuation site is something I would do. I play on the Federations humanitarian good will, I don't want the Federation there, so what better to attack a location where the Federation and civilians are also? The Federation would be blamed for the loss of life because its the only major player involved. Such losses, even indirectly confirming Starfleet's lack of ability to ensure the safety of civilians would rouse more support for my cause. Make the good will Federation into the enemy, and to me, for the small price of a few dead civilians and dedicated, loyal comrades." Sam concluded.
Diane had been quietly listening, until now. "Is there a way," her eyes darted around the room to gauge everyone's reaction, "To get these people off the planet without presenting them as a target for the hostiles? Perhaps beam each family up from their residence instead of having them gather in one place? The enemy won't be expecting that. The difficult part would be keeping this news from the hostiles."
"This is the best distribution of resources and security."Qurick interjected. "We have several star ship resources allocated to this project. If we split the forces out to be more discreet it will not allow for the covering of teams. Also the shuttle loading is faster in a common Landing Zone, not to mention if we use the transporters to do individual locations the added time in switching coordinates with each transport would add to the evacuation. This might be viable after we have the bulk of citizens off the planet."
Qurick looked about.
"Also having hostage situation outside the landing Zone and having to deal with that would also slow our progress." He continued. "It is most efficient; from a tactical sense and historically, for mass transit to have centralized locations to add protection and having the best control of a situation." Nodding to those present. "That would be my recommendation for the best possible results at this point."
"If we keep the civilians calm and orderly it'll be easier to protect them in groups from militants. Perhaps my people can work with the colonies police forces, that way they'll get their instructions from people they trust." Wagnor suggested.
Jack listened to the Ferengi talk, making his case. "If you don't spread your forces out you have lost control of the field especially since we will be a stationary and populated target, without that control the enemy dictates the terms of battle, engaging when and where they want, already too close for our comfort, you deny yourself early information gathering and reconnaissance. If Commander Wagnor here is on the gate, will he see what goes on down the road? Will he see what transpires behind a forest edge, or a place outside of the immediate line of sight? Will he see the passing of an explosive device amongst people in the line of people from his position until it blows up in his face?" Jack spoke. "You are entering a known hot zone and while your intentions may be noble there are confirmed anti-federation elements and possibly worse, the Marquis and I don't need to state the lengths they will go to."
Jack sighed but pressed on. "My marines are trained for this kind of thing, we can provide security critical intelligence in advance before they get near to the evacuation site, we can link with the Resolution sensors and tag suspect individuals which can be linked to the security detail at the site, they can detain early or be searched but if, if there is an explosive device wouldn't it be better it be found away from our evac site, than on its doorstep or worse, already within?"
"I think we have to let the marines lead on this." Tony said softly. "They are rangers they have done this sort of thing before and they have the expertise on the ground." It would not be popular with her crew mates but growing up as she had she had seen the strength and weaknesses of both branches of StarFleet.
Soran gave Tony a look and paused, before turning his attention to the Colonel. The man's words were harsh, but true. He was here to do a job and Soran needed to let him do it. He was usually the one telling people to stay in their lanes, so it was jarring to be on the receiving end of that sediment.
"You've made some excellent points Colonel, however the safety of civilians is my job. That requires me to be closer to them. The neutralization of the militant threat is your job, you'll need what you think you need to keep all of us safe. Seeing as our jobs overlap I'd like to assign a security liaison to you and I'd like to request a Marine liaison as well." The Angosian had a thoughtful look, "I trust Lt. Rinne to speak for our department."
Jack's choice was simple and obvious. "Major Snyder." Two words was all he needed, she knew how he operated over the years of doing so, each knew each other's methods, attuned to the needs of the other and expectations too. He trusted her judgment and her abilities so when it came to working with two or more departments she was more than capable.
"And what about me gentlemen?" Paige asked pointedly as she looked from Wagnor to Frost and back again. "I've already found a booby trap that was designed to be undetectable because of it's...simplicity. ".
Wagnor nodded, "Yes we are dealing with someone that knows our procedures, I've made the appropriate changes to account for that incident. That's part of what makes letting Marines do their job without Fleet interference so important. The Colonel and his have a better chance of catching the militants off guard. I'll assign Lt. Boucher as your protection detail Doctor Bryant."
"I do agree on all points, and I have no problem being the voice of our department. Having situational assessments and debriefs between both of our points of view and observations will aid each other better with what we're going to find ourselves thrust into," Aalis commented. "I am grateful for your recent transfer to the ship. I feel that if your arrival had not been so well timed, we would be finding ourselves spread very thin once everything is all said and done even with our capable abilities. Your insight into the militant side will definitely come in handy with this situation, especially with the chance of the Maquis trying to make a point."
Mitchell turned to the Dr. "Booby trap?" He inquired. He figured, he wasn't told to try and keep him calm. Which was probably best.
Xavier looked. "Currently I think the best bit right now, trying to keep the population calm... weapons at least in the most populated areas, standard hand phasers and rifles. Security would be best for the civilians." He paused. "If perhaps Col... you can supply some marines to work with the security, and be prepared for anything. I would like both you and Major Snyder to oversee the reports of outside interference, you know the slightest cues, trained in it. We will need it here."
"Adding in, Sir, I'd recommend for some security officers as well as the marines to be in the general area dressed as civilians with concealed weapons. This would give us extra eyes on the ground, while appearing to the locals that we are less armed then we actually are," Aalis added after the Captain had given the breakdown to both security and the marines.
"I should point out that while as mentioned the arrival of my marine contingent is well-timed, and though I am prepared to aid in the evacuation, the evacuation is not my mandated mission. My marines and I are here because the Resolution has been designated our transport to our mission area. The 400 marines on board were selected for the mission and any losses will have an impact on that mission. I will assign the marines as appropriate, the Captain should have a data packet waiting for him with his orders regarding that very mission." Jack spoke, by his words it hinted that there was a bigger picture and the role the Resolution would have in it. He didn't mind helping, he wore the same uniform as everyone else, but he had his mission and the outcome would depend on as few casualties or injuries to his force as possible.
Xavier paused and looked to the Admiral, whose slight nod confirmed this. "Very well Col. Glad to have you onboard nonetheless."
Sam stood, observing, listening. By the Captains reaction he was clearly in the dark, the Admiral had not yet told him. That must be uncomfortable for the Captain knowing that there were plans in store for his ship and he be in the dark about it. Still, soon everyone's lives would be put at risk and Sam could only hope she was one of the lucky.
"Whatever you guys can afford us, we will take, and be gracious." Xavier continued as he turned to the strategic operations officer. "Lt Qurick, its going to be a big deal would you be able to work with Commander Soran and figure out the best course of action into getting people ready."
"I think we've got a good plan here," Wagnor said Confidentiality. "Colonel, Major, I'd like to have a word with you in private if I could?"
The Commander's expression was neutral as he spoke, there were security matters that needed to be decided. He found himself more relaxed after the Colonel said this wasn't their primary mission, that makes more sense. Maybe the evacuation will be more straightforward than he thought.
"It is good business to work with those involed." Qurick nod to the Commanding Officer. "It is a good plan thus far, but like any plan, the first step onto the field and the plan changes with the conditions. I am very Flex-able in re-source al-lotment."
"Very good Lt." Xavier nodded. "Is there anything else thats needing to be addressed?"
Aalis nodded that she didn't have anything left that needed to be said that hadn't already been discussed to this point.
